Interested
parties must build a new structure as per guidelines in free lot
program.
These
are the following benefits available to some one who is willing to
build a new house in the city limits.

Free lots are available from HEDA and only on specified lots
available.

Tax abatement is based upon assessed value of property and the when
the house is
completed.
This figure may vary depending on valuation and approval from all
government entities involved. Maximum tax abatement is limited to
5%($3500/year) of city levy and could be abated on a yearly basis as
first come first serve under the free lot program.
FREE
LOT PROGRAM
The
Hendrum Economic Development Authority (HEDA) will provide a free
lot for the construction of a new home in the city of Hendrum to
person(s) meeting the eligibility and requirements.
Eligibility:
Any
person(s) who will construct a permanent residential house within
the City of Hendrum.
Requirements:

All
construction shall be in compliance with all State and local codes
and
regulations.

The
house shall contain at least 1000 Square feet and be 24 feet wide.

The
house on the lot must have an assessed value of at least $50,000
and follow all zoning ordinances.
4.
The applicant shall have adequate financing approved.
5.
Final site selection to be approved by the HEDA and City Council.
6.
The dates for commencement of construction and completion of the
house will be
pursuant
to a schedule both the HEDA and the applicant agree to accept.
7.
A City zoning permit shall be required prior to start of
construction. A sewer permit
and
water connection permit is also required. All plans and designs
shall be submitted with permit applications, for final approval by
the City/HEDA.

The
applicant shall be responsible for connection costs for all city
utilities beyond the curb stop.

All
lot recipients will be responsible for preparing proper grading
and drainage, according to the City guidelines.

The
applicant agrees to include all necessary easements for city
utilities and services in contract for deed and/or title.

The
property title will be transferred to the owner pursuant to a
Contract for Deed
which
shall include the term that the title will be transferred to the
landowner upon
completion
of the house to the satisfaction of the HEDA.

The
HEDA and the City reserve the right to reject application for
the Free Lot
Program
for proper cause, however, rejection may not be based on race,
creed,
sex,
age or disability.
