Housing Incentives and Free Lot Programs for 2001-2002

New House Program

Interested parties must build a new structure as per guidelines in free lot program.

These are the following benefits available to some one who is willing to build a new house in the city limits.

1. Free Lot for building ^ $5,000

2. Free City: Water, Sewer, Garbage for 1 year: $ 504

  1. Free Water and Sewer Connection Fee: $ 200

  2. Loretel Systems:

(Free installation of telephone, cable, and Internet) $ 125

( 3 months basic cable, 3 months Internet free) $ 121

5. REC incentives $ 200-500

  1. Norman County Housing Grant* $8000

  2. Waive Zoning Permit Fee $ 150

Total Program Award $14300

5 year Tax Abatement **

Other Possible Incentives

Propane and Fuel price reduction for one year and tank lease for one year.

No Special Assessment will be attached to the lots at the time of purchase.

^ Free lots are available from HEDA and only on specified lots available.

  • This money is based upon income and other requirements with a limited number of dollars available for the next year. Applications will be awarded on a first come first serve basis. Money will be allocated upon approval and date of application for housing incentive program.

** Tax abatement is based upon assessed value of property and the when the house is

completed. This figure may vary depending on valuation and approval from all government entities involved. Maximum tax abatement is limited to 5%($3500/year) of city levy and could be abated on a yearly basis as first come first serve under the free lot program.

FREE LOT PROGRAM

The Hendrum Economic Development Authority (HEDA) will provide a free lot for the construction of a new home in the city of Hendrum to person(s) meeting the eligibility and requirements.

Eligibility:

Any person(s) who will construct a permanent residential house within the City of Hendrum.

Requirements:

  1. All construction shall be in compliance with all State and local codes and

  2. regulations.

  3. The house shall contain at least 1000 Square feet and be 24 feet wide.

  4. The house on the lot must have an assessed value of at least $50,000 and follow all zoning ordinances.

4. The applicant shall have adequate financing approved.

5. Final site selection to be approved by the HEDA and City Council.

6. The dates for commencement of construction and completion of the house will be

pursuant to a schedule both the HEDA and the applicant agree to accept.

7. A City zoning permit shall be required prior to start of construction. A sewer permit

and water connection permit is also required. All plans and designs shall be submitted with permit applications, for final approval by the City/HEDA.

  1. The applicant shall be responsible for connection costs for all city utilities beyond the curb stop.

  2. All lot recipients will be responsible for preparing proper grading and drainage, according to the City guidelines.

  3. The applicant agrees to include all necessary easements for city utilities and services in contract for deed and/or title.

  4. The property title will be transferred to the owner pursuant to a Contract for Deed

  5. which shall include the term that the title will be transferred to the landowner upon

    completion of the house to the satisfaction of the HEDA.

  6. The HEDA and the City reserve the right to reject application for the Free Lot

Program for proper cause, however, rejection may not be based on race, creed,
